Vehicle Spy 3 does this, it's a long-standing firmware idiosyncrasy.
Due to the way the device handles packets, this didn't cause a loss of
communication, only a "host to device byte" app error under certain
circumstances.

Allow disconnections to be signaled by drivers

This allows for disconnections to be detected quickly
where possible.
It also makes sure other driver errors aren't thrown
in the event of a disconnection.

This code previously was separately maintained in each of the
PCAP driver layers.
While adding complexity for reassembly, I decided it was
time to pull it out into a common implementation.
As of this commit, the old implementations have not been
removed from the PCAP drivers yet.
