Drop icsneoFindNeoDevices() and icsneoOpenNeoDevice() in favor of icsneoFindDevices() and icsneoOpenDevice(), respectively. Also fixes: - Failure to re-open a device after it has been closed with the C/legacy APIs - NumberOfClients not being updated - FIRE3 settings missing in icsneoGetDeviceSettingsType()
